Direct connections are unaffected by control-plane downtime: established peer-to-peer and subnet-routed connections continue; only new join and ACL changes wait.
If a service's monthly uptime falls below target, Enterprise customers receive credits on request:

Requests go to your account team within 30 days of the month in question. Credits apply to future invoices; maximum aggregate credits equal one month's fees.
Downtime caused by scheduled maintenance (announced 72 hours ahead), third-party identity provider outages, customer misconfiguration, or force majeure does not count against targets.
